Centre to launch 82,000 scholarships

The Centre will introduce 82,000 scholarships per annum under a new scheme for students from weaker sections for graduate, postgraduate and professional courses.

“The scholarships will be awarded to those who have scored a minimum of 80 per cent in class XII and belong to the non-creamy layer,” said sources in the Ministry of Human Resource Development.

“Candidates taking admission in graduation, postgraduation studies in colleges and universities and professional courses such as medical and engineering will benefit from it,” the sources added.

The scholarships titled as ‘Central sector scheme of scholarship for college and university students’ will be equally divided among boys and girls.

The scholarship will be Rs 1,000 per month at the graduate level and university courses and Rs 2,000 per month at the postgraduate level.

Students pursuing professional courses would get Rs 2,000 per month in the fourth and fifth semester, the sources said.

The allocation of scholarships will be divided among the state boards based on the state’s population in the age group of 18 to 25 after segregating shares of the CBSE and ICSE, the sources said.

Besides, the number of scholarships allotted to a board would be distributed among pass-outs of science, commerce and humanities streams of the board in the ratio of 3:2:1. — PTI - tribune 28-10-08

 

Central funds: Notice to 12 DEOs

In an unprecedented move, the Punjab government today issued show-cause notice to at least dozen district education officers for non-utilisation of the Sarv Sikhsha Abhiyaan (SSA) funds.

A large portion of the funds (in crores) received from the Government of India over the past six years have remained untilised and the money was stocked away in banks. Sources added that the possibility of misutlisation of the interest on these amounts by various level officials could not be ruled out.

Director-general school education-cum-project director SSA Krishan Kumar has asked these DEOs (elementary) to explain why the funds released to the district education development committees (DEDCs) have not been used for various civil works that were to be carried out under the scheme.

In many districts, works like the construction of new school buildings, construction of additional rooms, toilets, drinking water facilities etc have not been taken up despite the funds for these works having been received by these committees years ago.

Even the amounts kept aside for training workshops of teachers are lying unused in banks.

Confirming that show-cause notices had been sent to the DEOs this afternoon, Krishan Kumar said the DEOs had been asked to respond to the notice within the next three days, failing which proceedings would be initiated to charge-sheet them.

It is also reliably learnt that other than the DEOs, various deputy commissioners who chair the district education development committees are also being pulled up by the government for not holding meetings to release the funds to the village-level committees.

Other than the current financial year when the utlisation of funds has already crossed over 150 per cent, during the past years, the utilisation has been as low, dipping to 46 per cent in 2003-2004.

In 2002-2003, the total SSA plan, which was sanctioned by the Government of India was Rs 142 crore, out of which over Rs 114 crore was released. Only Rs 66 crore out of this amount was spent. Since the first instalment of the money given by the GoI remained unutilised, the next instalment was never released.

In 2003-2004, out of the total sanctioned plan of Rs 200 crore, Rs 95 crore was released and only Rs 44 crore spent. The rest of the sanctioned amount lapsed.

In 2004-2005, more than 150 per cent utlisation of funds was done but again in 2005-2006, only Rs 118 crore out of the released amount of Rs 195 crore was spent. That year the GoI was to give the state over Rs 225 crore, but the rest of the sanctioned amount lapsed due to non-utlisation.

In 2006-2007, almost 100 per cent of the released amount of Rs 155 crore was utilised, but in 2007-2008, 85 per cent of the grant was used. On the flip side, while more than Rs 600 crore has been spent from 2002 to 2007, there was till recently no monitoring system in place to ascertain if the money shown as spent was actually used for the purpose.

Govt schools to hold special classes for weak students under Sarv Shiksha Abhiyan

Ludhiana, August 07 The state Education Department has woken up to the cause of students who are weak in studies. The department will provide free ‘remedial coaching’ to the students of middle level that is VI, VII and VIII classes.

The coaching will start from August 16, under the Sarv Shiksha Abhiyan and students will get lessons in English, mathematics and science every day.

Ludhiana -1 Block Primary Education Officer Baldev Mangat said, “We will appoint volunteers for teaching these students. They will daily teach after school hours, that is from 3 pm to 5 pm. Each teacher will be given Rs 1,800 a month and preferably the teachers will be from the same locality. For this, we have written to all the government school headmasters.”

The first phase of ‘remedial coaching’ will be for four months. For the first two months, students will be taught English while in the remaining two months they will be taught mathematics and science. Mangat further said, “Examinations will be conducted in December to gauge the level of understanding of the students.”

Another officer of the District Education Office said, “This is a continuous process for uplifting the education level in government middle schools of the state.” There are about 500 government middle schools in Ludhiana district.

Action sought against school head

Acting on a petition accusing officiating principal of a government senior secondary school of collecting "development funds" from the students without the government’s directions, the Bench of Chief Justice Vijender Jain and Justice Mahesh Grover today issued notice of motion to the State of Punjab. The school is located in Nag Khurad in Amritsar. Notice for September 8 was also issued to other respondents, including Director Public Instructions (Secondary education) and District Education Officer, Amritsar. The petitioners also asked for action against her, apart from a vigilance probe to ascertain where the funds were spent.

5,667 needy children in 232 AIE centres

Finally, a ray of hop for underprivileged children of the district, as the Sarva Shiksha Abhiyan (SSA) authorities have started 232 alternative innovative education (AIE) centres in the district to bring back the out-of-school children back to the mainstream of education.

With the launch of new session of AIE, the SSA authorities have claimed to accommodate around 5,667 out-of-school children.

Amrinder Singh, district EGS/AIE coordinator, said: “With an aim of mainstreaming the out-of-school students, we have started 232 AIE centres in which we have accommodated 5,667 children. More such centres are likely to be introduced soon to accommodate more such children. Our primary focus is to induct the children within the age group of six to eight years to nearby schools with immediate effect.”

According to the directions of the higher authorities of the SSA, AIE centres should be established in areas where over 20 children are out of school.

To encourage the teaching volunteers, the SSA authorities have increased the monthly wage of volunteers from Rs 1,000 to Rs 2,000. Graduate volunteers will also get Rs 2,500.

Amrinder Singh said: “The SSA authorities have introduced many other schemes to accommodate more and more out-of-school children in AIE centres. The authorities have invited volunteers promising them job as teachers in AIE centres if they bring at least 20 students.”

He said the SSA authorities had started a bridge course for students in the the age group of eight to 14. Such children felt self-conscious while sitting with children much younger to them.

To speed up the education process and encourage students, the authorities have introduced a combined syllabus of two classes so that students can be promoted to next class in one session.

For example, a student of class I will attempt a combined syllabus of class I and II and be promoted to class III in next session. This course will run for nine months.

He said: “With the induction of such courses we hope that we will be able to decrease the ratio of out-of-school children.” (Source The Tribune 29-7-08)

 

 

Free tech education for students with 2.5 lakh family income

Now more poor and not-so-poor meritorious students can hope to become engineers and corporate executives in Punjab. The state government is set to pioneer a first-of-its-kind scheme under which students having a family income of up to Rs 2.5 lakh per annum will be provided free education in engineering, management, pharmacy and architecture in technical institutions affiliated to Punjab Technical University (PTU) and approved by the All-India Council for Technical Education (AICTE).

To be implemented in collaboration with the Punjab Unaided Technical Institutions Association (PUTIA), an apex body of the 142 private institutions in Punjab, and PTU, the decision will prove to be a boon for students from the not-so-privileged sections of society.

Under the scheme, 10 per cent additional seats totalling about 1,500 would be created in over 40 technical colleges approved by the AICTE. "The beneficiary students will not be charged even a penny", Naresh Nagpal, director, technical education, Punjab, told The Tribune over phone here today.

Nagpal informed that the government had already worked out the modalities for the innovative scheme and a memorandum of understanding(MoU) would be signed by the PUTIA, PTU and the state government in a couple a days. The scheme would be implemented from the current academic session, Nagpal clarified.

A consensus on the scheme was hammered out at a meeting between Chief Minister Parkash Singh Badal and PUTIA representatives last month. In fact, guidelines of the AICTE already makes provisions for the tuition fee waiver for certain categories, including the economically backward students in the technical institutions in the country.

However, Punjab’s “revolutionary decision” goes a step ahead of the AICTE guidelines as no charges, such as examination fee, transport fee and hostel charges, besides the the tuition fee, will be charged from the students.

Saying that the decision had been taken as part of its social objective, PUTIA president J.S. Dhaliwal claimed that it would go a long way in providing technical education to the poor andthe middle class. In the backdrop of the dismal state of education in rural Punjab, PUTIA had gone a step further in offering 10 per cent reservations in non-AICTE courses which were a hit with rural students, Dhaliwal added. 6. POST-MATRIC SCHOLARSHIPS TO SC/ST STUDENTS (Social Security Fund) 

 

The object of the scheme is to provide financial assistance to the Scheduled Castes  students studying at Post-matriculation  or Post-secondary stage to enable them to complete their education.  

 

Under this scheme, Scholarships are awarded to Scheduled Caste students studying in Post-Matric Classes including Technical, Engineering and Medical Courses whose parent’s income does not exceed Rs. 1.00 lac P.A..

 

This  scheme is being implemented in Punjab State through D.P.I (S) and D.P.I. (C) , DRME and Director, Technical Education.

 

This scheme has been covered under Dedicated Social Security Fund from the year 2005-06.

 

Under this scheme, 100% budget is provided by Govt. of India over and above the committed liability. The committed liability of Punjab is Rs. 493.30 lac in the 10th Five Year Plan 

 

As per notification dated 14-1-04, now this scheme is being implemented through PRIs. The rates of scholarships are as under:-
